UN High Commissioner for Human Rights Her Excellency Ms. Navanethan Pillay met Hon. Governor, Eastern Province Rear Admiral Mohan Wijewickrama on 28th August 2013 at Governor’s Secretariat in Trincomalee.
H.E. Mr. Ravinatha Ariyasinha, Permanent Representative of Sri Lanka to the UN Office at Geneva, UN High Commissioners’ delegation and the Officials of the GoSL also present at the event.
A discussion on the development of Eastern Province after the conflict was held at this meeting.
Her Excellency Navanethem Pillay, United Nations High Commission for Human Rights arrived in Sri Lanka on a 7 day official visit. She was accompanied by five senior officials of the UN Human Right Council.
During her tour to the north part of Sri Lanka, she met Governor of Northern Province GA Chandrasiri at his office in Jaffna on 27th August 2013 and had discussion regarding the current situation of the province. Governor G A Chandrasiri had a breakfast meeting with UN High Commissioner and briefed the main development and reconciliation activities which took place after the end of hostilities in 2009.
Governor gave a clear explanation to the questions raised by UN High Commissioner for human rights especially on resettlement, rehabilitation and land issues.
The third Tamil language course conducted by the 55 Division for soldiers serving in the 55 Division area ended on 31st May 2013 with a End of Course Concert presented in Tamil language by the participants.
Three officers and forty nine other ranks attneded the third Tamil language improvement course conducted for one month at the 55 Division Headquarters. This programme which commenced for soldiers to improve their communication ability with civilians in respective areas has helped the Army and civilian community to strengthen their rapport.
This Tamil language improvement programme in the 55 Division was started on directives of General Officer Commanding of the Division Brigadier Ajith Wjesinghe. Commander 552 Brigade Colonel Deepal Wanniarachchi attended the closing address of the course as chief guest.
The Padavisripura Rural Water Supply Scheme constructed by the Eastern Province Water Supply Development Project with the financial assistance of the Japan International Cooperation Agency (JICA) was declared open by Hon. Governor, Eastern Province, Rear Admiral Mohan Wijewickrama on 14th June 2013 at Padavisripura.
This project was initiated as a solution to the kidney diseases prevailing in the area and it is expected over 1000 families benefit under this project. Hon. W.G.M. Ariyawathi Galappaththi, Chairperson of EPC, Mr. D.M. Sarath Abayagunawardana, Chief Secretary, EPC, Chairman of Pradeshiya Sabha, Padavisripura, senior officers from JICA, government official and large gathering of people attended in this opening ceremony.
“The road development has been an important infrastructure and platform for any type of mega developments. GoSL has understood this, and implemented many projects of this nature within a short period.”
The construction work of Kunchuveli Farm road which is located in Chavakachcheri Pradeshiya Sabha was initiated by Governor of Northern Province GA Chandrasiri on 19th August 2013.
This 1.5 km long road is being constructed under CARE Project implemented by Ministry of economic development at a cost of 1.40 million rupees. 160 families will be benefited through this project.
Secretary to the Governor L.Ilaangovan, Dy Commissioner of Jaffna Agriculture Development Department Patrick Diranjan and other officials also took part in this event.
Another medical camp to identify heart patients in Jaffna and to refer them for further treatment was organized by the 511 Brigade at Atchuvely Central College on 31st March. A medical team from Asiri Heart Care Centre, Colombo arrived from Colombo at invitation of the Commander 511 Brigade Colonel Wijendra Gunathilake to conduct the clinic.
Commander Security Forces – Jaffna Major General Mahinda Hathurusinghe attended the inauguration of clinic as the Chief Guest. This medical camp was sponsored by the Atchuvely Lions’ Club for the second time.
Nearly 300 civilians from the 511 Brigade area attended the clinic, and 9 out of the total examined were advised to seek immediate admission to hospital for surgeries. Many others were educated on preventive measures after examining their ECG reports. Facilities for blood and ECG tests had been made available free at the venue.
During such clinic conducted by the 511 Brigade with collaboration of the same medical team last year, 21 year old Kajenthini, 3 year old Apisha and 3 year old Santhus were found to be suffering from acute heart diseases. Hasty arrangements were made by the Security Forces Headquarters – Jaffna to fly them to Asiri Heart Care centre where the surgeries were administered on priority basis.
“Revival of East” Agriculture Exhibition and Trade Fair was ceremoniously declared opened by Hon. Minister of Agriculture, EPC Hafees Naseer Ahamed on 18th August 2013 at Bt/Eravur Rahumaniya Maha Vidyalayam in Eravur, Batticaloa.
Main objective of this mega exhibition is to expose farmers and small industrialists to recent advances in production and value addition technologies and to provide leading technologies and service providers to showcase their services and latest products. At the conclusion of this exhibition innovative lead farmers were felicitated for their support and contribution to develop agriculture sector in Eastern Province.

Economic strengthening programme and distribution ceremony of supporting aids to disabled people was held at the main hall of Kilinochchi District Cooperative Board on 15th May 2013. Minister of Traditional Industries and Small Enterprise Development Douglas Devananda and Governor of Northern Province GA Chandrasiri participated as chief guests.
Those who lost their limbs were provided with 2000 rupees at first stage. Minister Douglas Devananda , Governor G A Chandrasiri and parliamentarian M.Chandrakumar offered the cheques. Above all, every week 5 people with limb loss are going to receive assistances on priority basis. “An artificial limb producing factory is to be set in Kilinochchi at a cost of 12 million rupees very soon.” Minister said.
In his address Governor stated that a scholarship scheme will be introduced to the children from the family which lost their limbs during the war or natural cause. It is necessary to find disabled people from other districts of Northern Province and fulfill their needs. For this purpose large amount of fund is spent every year through Ministry of Social Services and other projects.
Govt. Agent of Kilinochchi District Roobavathy Ketheeswaran and Karachchi DS Division Secretary Nageswaran also took part at this event.
A Sri Lankan expatriate living in the US, pleased with ongoing welfare projects by the Army for Jaffna civilians, has come forward to assist the Army in its community projects.
Mr. Nagulan, an engineer, and his wife Mrs. Mary Perin, on request of the Army, donated a stock of footwear worth of Rs. 35000/= to students of J / Kaddaikadu Roman Catholic Tamil Mixed school.
The donation was handed over to the recipients by General Officer Commanding 55 Division Brigadier Ajith Wijesinghe and the principal of the school in the presence of teachers and parents.
Senior officers of the 55 Division, Brigades and Battalions were also present.
Uthayatharakai pre school of Iththavil in 551 Brigade area and its kids recieved a stock of furniture and school items as a donation from the soldiers of 20th Sri Lanka National Guard (20 SLNG) serving in Pallai.
Wooden desks, tables and chairs made by 20 SLNG soldiers and plastic chairs, school bags and water bottles bought with their financial contribution were handed over to Uthayatharakai pre school on 21st May with participation of General Officer Commanding 55 Division Brigadier Ajith Wijesinghe, Commander 551 Brigade Colonel S.M.S.P.B. Samarakoon and Commanding Officer 20 SLNG Major H.M.A. Pushpa Kumara.
On the same occasion, 150 packs of babyrusks donated by Delmege Medical (Pvt) Ltd. with coordination of Commander 551 Brigade were also given to the kids of the pre school and other small children at Iththavil village.
Grama Niladhari of the area principals, teachers and parents were present.
