SF-J Harmony Centre Ready to Provide IT Training to Jaffna Children

In recognition of civic-oriented welfare projects being carried out by the Army in Jaffna, “We Are One Sri Lanka”, an organization based in UK showed its solidarity by donating 18 computers to Security Force Jaffna (SF-J) on Sunday (09) morning. Mr. Mohan Samarasinghe representing the organization handed over the computers, each to the value of Rs. 80,000/=, to Major General Priyatha Jayasundara, General Officer Commanding 52 Division at the “Harmony Centre” at Thalayalai, Kokuvil East.

Computers will be used to give training to Jaffna children on Information Technology at the Harmony Centre established on concept of Commander SF-J Major General Udaya Perera with purpose of helping people of Jaffna on requirements in spheres of education, health, fisheries, women empowerment and so on.

The donation was coordinated by Commanding Officer 6th Sri Lanka Signal Corps Lieutenant Colonel Chandana Arangalla.

“We Are One Sri Lanka” is conducting many community projects in many areas in the North.

Training Programme on Web Serving and Communication for Visual Impaired Persons

A 05 days Training Programme on Web Serving and Communication was conducted by MDTD, EPC to enhance the abilities of web browsing and communicating skills for Visual Impaired Persons.

The Training Programme has been ceremonially inaugurated by Mrs. J.J.Muraleetharan, Deputy Chief Secretary – Personal & Training on 10th of March 2014 at MDTD, ICT Lab.

The importance of Training, Operational Directives and Reporting

At both the informal consultations on implementation of the Human Rights Action Plan held at the Reconciliation Office, and the official meetings conducted at the Ministry of Plantation Industries by the Task Force of the Inter-Ministerial Committee, three factors have been stressed by many participants. The first is better training, not only for the police but also for public servants in general.

The Action Plan asserts the need for this in many places, talking not only about internal programmes but also about outside training. The institution it mentions most prominently in this regard is the Human Rights Commission, but it was also noted that agencies such as the Sri Lanka Institute of Development Administration, and universities that conduct courses in Public Policy and Management should incorporate Human Rights awareness in their programmes.

An important distinction was made however in the course of discussion, that training of officials should be not so much in awareness of human rights as in awareness of duties that ensured that human rights were protected. Whilst there is also need, and the Action Plan notes this, to educate the public about their Rights, with regard to those whose activities impact through a power relationship on others, the vital point is that they should function with sensitivity about the rights of those they affect.
